This quake was intentional via Telepsi + an angry elemental chronokinetic upset over a family issue, and the intended target was a business person traveling in the chosen location. This business person was a founder of a website that was competition with a relative's business, so I became angry and used my Spellbook (chapter on creating earthquakes in hieroglyph words-of-power).
