Project Telepsi was developed in the Cold War with Russia.
It is a genetic implant for artificial (vocalized) telepathy, between a broadcaster and an audience.
It was originally thought of as a Telepathic Internet, for use by spies and in sting ops, as the audience or target interpreters can hear what transpires in the presence of the broadcaster.
People who can hear it, via radio waves or electric engine background noise, are often misdiagnosed with a mental illness.

forescripted Drought in CA...

After I wrote/published the book, "Horus Michael's simple spellbook", several written 'spells' (forescripted events) started to cause events. One of them was Drought (under plagues, weather spells). In CA, (where I am) the rain was low this season. So there may be a drought there this summer, and water conversation will be in force. My area-of-effect is timed to my location in 4 parts: 1) personal - my immediate location, 2) regional (city), 3) State (CA), and 4) National (USA).
So these effects occur in that order.

Earthquakes keep hitting Reno, NV as that was the last target scheduled, after I had won $15,000 and could not collect it at the Reno Hilton a few years ago. [need be present to win].
