Project Telepsi was developed in the Cold War with Russia.
It is a genetic implant for artificial (vocalized) telepathy, between a broadcaster and an audience.
It was originally thought of as a Telepathic Internet, for use by spies and in sting ops, as the audience or target interpreters can hear what transpires in the presence of the broadcaster.
People who can hear it, via radio waves or electric engine background noise, are often misdiagnosed with a mental illness.
